In recent years, EU-Armenia cultural relations have developed significantly, reflecting the increased recognition from both sides of the value of cultural cooperation in fostering mutual understanding, promoting collaboration and supporting shared goals. To strengthen this process, the Cultural Relations Platform, in partnership with the EU Delegation to Armenia, has launched a study to gain a deeper understanding of the current landscape of EU-Armenia cultural relations and explore potential opportunities for future initiatives. This assignment aimed at supporting the implementation of the EU-Armenia roadmap to engage in cultural relations and exchanges, in alignment with the EU Strategy for International Cultural Relations, as well as to enhance the support to culture in the country. 

The report “EU-Armenia Cultural Relations: Current Status, Challenges, Opportunities & Strategic Priorities” is the outcome of a research conducted during the second half of 2024. This document explores the historical and policy context of EU-Armenia cultural relations and the current state of affairs, outlining key trends, gaps and strategic opportunities for further engagement. It also assesses the role of EU cultural support programmes, identifies key stakeholders, and explores key areas such as cultural mobility, heritage preservation and the creative industries.

As part of this initiative, a consultative workshop titled “Strengthening EU-Armenia Cultural Relations” was held in Yerevan on October 11, 2024. The event gathered over 60 key stakeholders from Armenia and Europe, including representatives from government bodies, cultural institutions, NGOs and international organisations. Through presentations and working groups, participants engaged in discussions on cultural relations, EU funding mechanisms, the role of creative industries and the preservation of Armenia’s cultural heritage. The workshop also facilitated dialogue on enhancing cultural cooperation, identifying challenges and establishing strategic priorities for the future of EU-Armenia relations. 

The insights gathered during the group and individual consultations were integrated into the report, shaping its findings and recommendations. Building on the different inputs, the document provides valuable insights for policymakers, cultural practitioners and authorities, aiming to strengthen EU-Armenia cultural cooperation through a more integrated approach while outlining pathways for future initiatives and synergies.
