Belarus Note

This context note provides a snapshot of the cultural situation in Belarus in 2013-2014 as well as the potentials and challenges for strengthened cultural relations with the EU. It has been written by Damien Helly and edited by Prof. Yudhishthir Raj Isar, in the framework of the Preparatory Action “Culture in the EU’s External Relations”. Due to the political situation in Belarus in 2013-14, this note is the result of desk research and online consultation with a limited number of stakeholders.
